Nothing here is scraped out of a portal that did not intend to be read. Each source below is a file a regulator publishes for the public, and each is treated as authoritative for only the parts of a filing it actually reports.

Two sources, one filing

A California filing appears twice. It shows up first in the weekly notice of filings received, which states what the carrier asked for. Months later it appears in the monthly closed list, which states what the department decided.

The second file does not replace the first. Both readings are kept, each with the file and timestamp it came from, and the filing page shows the sequence. That is what makes it possible to say a request was cut rather than simply reporting whichever number was published last.
